2024 Real Estate Legislative Changes in Florida’s Real Estate Landscape

By Julio GuzmanAs the real estate market in Florida, particularly in Miami Dade County, continues to evolve, several key legislative items are making a significant impact. Florida Realtors play a critical role in these legislative developments, particularly through their annual participation in the Greater American Realtor Days (GARD) in Tallahassee, FL during the Florida legislative session. Their advocacy ensures that real estate policies are aligned with industry needs, influencing positive changes in the legislative landscape. This article delves into four major topics that are reshaping the industry, addressing both the challenges and opportunities they present. 1. Rising Property Insurance Costs The surge in property insurance premiums in Florida is a multifaceted issue, significantly impacted by several key factors. The state is facing this challenge head-on, with a series of reforms aimed at stabilizing insurance costs and providing relief to homeowners and businesses. – Impact of Natural Disasters: Florida’s vulnerability to hurricanes and tropical storms is a primary driver of the increased insurance claims, leading to higher premiums. – Litigation and Fraud: The state has seen a rise in insurance-related litigation and instances of fraud, such as inflated claims, which contribute to escalating costs. – High Reinsurance Costs: The frequent severe weather events have also led to increased reinsurance costs for insurers, a burden that often gets passed down to policyholders. – Market Challenges: Due to these factors, the property insurance market in Florida has become less profitable, leading some insurers to exit the market or reduce coverage, further reducing competition and increasing rates for consumers. – State Interventions: In response, the state is taking several measures. These include encouraging new insurers to enter the market, supporting the ‘depopulation’ of Citizens Property Insurance to foster a more competitive insurance market, and leveraging global reinsurance support. Additionally, in Governor Desantis 2024 proposed budget he earmarks a $409 Million allocation to help reduce insurance premiums potentially by 5%- 6% through tax relief, particularly targeting properties valued under $750,000. These measures aim not only to lower premiums but also to ensure the long-term sustainability of the property insurance market in Florida. Through these comprehensive efforts, Florida aims to address the root causes of the property insurance crisis and create a more stable and affordable insurance landscape for its residents. 2. Hometown Heroes Housing Program To support essential community workers, the Hometown Heroes Housing Program provides affordable housing options to healthcare professionals, teachers, law enforcement officers, and firefighters. This program, part of the Live Local Act, offers zero-interest loans and incentives, recognizing the pivotal roles of these individuals and addressing the state’s affordable housing needs. 3. Business Rent Tax Reduction Aimed at promoting a business-friendly environment, the reduction in the business rent tax from 4.5% to 2% in 2024 is a significant legislative step. This reduction is expected to stimulate business growth and economic competitiveness in Florida’s commercial real estate sector. 4. Condominium Reform Florida is also focusing on condominium reform to enhance governance, maintenance, and financial transparency. These reforms are designed to protect consumers, improve management standards, and boost confidence in condominium investments, a crucial segment of Florida’s real estate market. The Role of Florida Realtors in Legislative Advocacy Florida Realtors play a critical role in these legislative developments, particularly through their annual participation in the Greater American Realtor Days (GARD). Their advocacy ensures that real estate policies are aligned with industry needs, influencing positive changes in the legislative landscape. The intersection of legislative initiatives and real estate in Florida presents a dynamic landscape of challenges and opportunities, particularly in Miami. As stakeholders – including homeowners, investors, developers, and industry professionals – engage with these legislative items, their involvement is crucial in shaping a resilient and thriving real estate market in the Sunshine State.

Art Deco Living & South Beach Urban Pedestrian Lifestyle Unite

Where else in the world can you find a single family home of contributing architectural significance in a quiet residential enclave yet right next to the fun of South Beach? The answer is nowhere! OPEN HOUSE Sunday, February, 28th 12-4pm Property Details: 1711 Michigan Ave, Miami Beach, FL 33139 MLS # A10013457 3 Bedrooms / 3.5 Baths 2,267 SF Offered at $1,895,000 For more information visit http://bit.ly/1711MichiganAve-SoBe Take a step back in time in this authentic Mediterranean Art Deco home in the center of all that South Beach has to offer today. Located in the historic, tree lined Palm View residential neighborhood – an oasis just one block to Lincoln Road and within easy walking distance to the beach, New World symphony, movies and dynamic Sunset Harbour. This is a rare opportunity to lead an urban pedestrian lifestyle while enjoying the comforts and privacy of a single family home. The Palm View Historic District location is truly unique. The Palm View district is associated with the earliest pioneers of Miami Beach, Carl Fisher and John Collins. Fisher created the subdivision in 1920 and developed it with the intention of providing some of the finest private residences of the era. Collins was responsible for the oldest structure within this historic district, the Collins Canal, which enabled Collins to transport his produce from the groves to Biscayne Bay. Palm View is also associated with internationally recognized American artist, Henry Salem Hubbell, who resided in the area from 1926-1940. While Palm View is steeped in a wide array of historical significance, there is none more prominent than the rich display of architecture evident throughout the district. There are 10 architectural styles represented, ranging from Masonry Vernacular to Mediterranean Revival and Med/Deco Transitional to Streamline Moderne, then evolving into the Post WW II Modern styles. Mediterranean Revival is the style with the most significant concentration in the area as it was highly fashionable during the city’s booming land development period. Many master architects are represented including Schultze and Weaver, Pancoast, Hohauser, Schoeppl, Skinner and Robert E. Collins. Built in 1946, this meticulously preserved home embodies the optimism that was a profound part of the Art Deco period in Miami Beach. Enter the home through a charming rotunda foyer that flows into the ample living room with vaulted ceiling featuring original moldings and fireplace. The dining room showcases recessed lighting which was considered one of the most luxurious features available in a home at that time. Throughout the home are beautiful original Terrazzo floors and original wood flooring in the bedrooms. The bedrooms are very spacious with bay windows allowing for ample natural light and each includes a bathroom en suite. In the bathrooms are hand painted and signed original murals of native Florida wildlife creating a one-of-a-kind retreat within the home. The expansive kitchen with high ceilings has a pantry and closet for ample storage, and space for a breakfast table. The family room leads to a Florida room with access to a unique native garden with exotic fruit trees designed to attract birds and several varieties of butterflies. The garage has been converted to a studio with a bathroom, fashioning a private area for your guests. The property is zoned RM1 multi-family which permits an additional structure, if so desired.

Miami Real Estyle – Tropical Modern Architecture with Ralph Choeff

By Angela Betancourt Award-winning architect Ralph Choeff is one of the leaders of the Tropical Modern architectural movements in South Florida. Along with his partners at the Choeff Levy Fischman Architecture & Design firm, the team has mastered the art of Tropical Modern architecture. They’ve designed some of the most celebrated homes and hotels in the city; including the Mondrian South Beach Hotel and The Anglers Hotel, both in South Beach. One of their recent projects, the Rivo Alto Island Residence in Miami Beach, is a stunning example of how well Tropical Modern architecture plays into its surroundings. The home blends the interior with the exterior by using tall and expansive windows and sliding glass doors for maximum views and enjoyment. The interior of the home radiates a Zen-like atmosphere that, as Choeff would describe it, takes the owner to a place outside the experience of the day-to-day. A native New Yorker, Choeff moved to Miami in 1978 after graduating from the Pratt Institute with a Bachelor of Architecture degree. “I believed that Miami was ready to experience real architectural growth after being stagnant for many years. I felt Miami gave me the best opportunity to succeed and offered the weather I desired,” he said. And succeed he did. Choeff has become a highly sought-after architect and has been commissioned by many celebrities and VIP’s including Cher, Matt Damon, Barry Gibb, Alex Rodriguez and many others. His work has been featured on national TV programs such as the Today Show and in various high profile design magazines like Hospitality Design. His name has become synonymous with Tropical Modern architecture in South Florida. “My biggest professional accomplishment today, I believe, is how far I have come in the evolution of my professional career and how I approach design. I am proud to have been one of the leaders in the movement of Tropical Modern architecture in South Florida,” shared Choeff. Choeff’s success in this space evolved from his love of modern architecture. In college, he began to admire the work of Walter Gropius, a German architect known as one of the pioneers of modern architecture who was also the founder of the Bauhaus School. “The modern glass skyscrapers of NYC were inspirational to me. When I moved to South Florida, I yearned for the opportunity to produce modern architecture. Once I got that and started designing modern buildings, tropical architecture evolved when technology allowed us to create vast and tall sliding glass door openings which also allowed us to take advantage of our climate. Tropical Modern architecture was a natural evolution that stemmed from that,” he said. As this New Year begins to unfold, Choeff will undoubtedly continue to make strides. He is very excited about all of the firm’s current and upcoming projects and has high ambitions for the future. His ultimate dream project is to build something so successful it will gain enough notoriety to positively inspire the industry and that is one more thing he can be proud of.
